Can someone explain to me how local VOIP billing works what rate does it go by?
It will depend upon the contract that you sign with the Service provider.

A company called ooma has invented a voip gadget. With this gadget, all calls within the US is free. It has also got excellent voice quality. However, there is a one-off cost to buy the voip box. Using this equipment means there are no longer any monthly phone bills.
