Is setting up an internet cafe integrated with VOIP phones (via providers like Vonage) LEGAL in Philippines?

According to the National Telecommunications Committee, voip is totally legal in the Philippines, but carriers have to abide by the regulations on voip services. There are only a handful of local carriers who’ve been properly licensed by the Committee and if you go with one that isn’t licensed, you may be breaking the law. I think you can contact the NTC about which ones are ok.
